ORDER:

In the G.O. read above, Government have issued orders declaring the 12th November, 2023 (Sunday) as Holiday on the occasion of DEEPAVALI.

Government, after careful consideration of the matter, have decided to declare the 13th November, 2023 (Monday) as General Holiday on the occasion of “DEEPAVALI (Tidhi Dwayam)”. Accordingly, the following Notification shall be published in an Extra-ordinary issue of A.P. Gazette, dated 06-11-2023.

NOTIFICATION

In partial modification of the orders issued in G.O. Rt. No. 2692, General Administration (Political.B) Department, dated 15.12.2022, notifying the General Holidays and Optional Holidays for the year 2023, the Government hereby declare the 13th November, 2023 (Monday) as General Holiday on the occasion of “DEEPAVALI (Tidhi Dwayam)”.

ORDER:

In the reference 2nd read above, Government have issued comprehensive orders for implementation of Revised Pay Scales-2022, to the State Government employees. Further, among others, Government have specified at Para 11 of the reference 2nd read above, to constitute a Committee to examine the issue of Special Pay and the existing guidelines on Special Pays.

Accordingly, in the reference 3rd read above, Government have constituted a Committee, to examine the issue of Special Pay and the existing guidelines on Special Pays and to give their recommendations to the Govenunent. After detailed examination of the matter, the Committee have opined to implement the recommendations of 11 th PRC, in respect of Special Pays.

The eleventh Pay Revision Commission in its report on Special Pays, recommended for revision of rates on Special Pays. It is also recommended that no Special Pays be paid in addition of any new category to the list of employees eligible for grant of Special Pay.

Government after careful examination of the matter, hereby order that Special Pays be paid at the revised rates to the holders of the posts as specified in the Annexure.

These orders shall come into force from 01.07.2023 .

Necessary amendments to the Andhra Pradesh Manual of Special Pays and Allowances shall be issued in due course.

In the reference 2nd read above, Government have issued orders for release of Dearness Allowance (DA) for the period from O 1.07.2019 to 31.12.2021 to the Employees of Government of Andhra Pradesh.

In the reference 3rd read above, Government have issued orders for release Dearness Allowance (DA) in respect of Employees of the Government of Andhra Pradesh, who are drawing their pay in the Revised UGC Pay Scales, 2006 and the Judicial Officers whose pay was revised as per Sri Padmanabhan Committee Repmt vide G.O. Ms. No.73, Law (LA&J, SC-F) Department, dated 01.05.2010 with effect from 01.07.2021.

ln the reference 4th read above, Government have issued orders for release of Dearness Allowance (DA) with effect from 01.01.2022 to the Employees of Government of Andhra Pradesh.

Government hereby order the revision of Dearness Allowance (DA) sanctioned in the Government orders 4th read above to the employees of Government of Andhra Pradesh, from 22.75% of the Basic Pay to 26.39% of the Basic Pay with effect from 01.07.2022.

The Dearness Allowance sanctioned in the above para shall also be payable to:

The employees of Zilla Parishads, Manda! Parishads, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samsthas, work charged Establishment, who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2022.

Teaching & Non-Teaching staff of Aided Institutions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2022.

O R D E R:

Government have been outsourcing certain services to effectively cater to the needs of the Departments to supplement the regular employees to discharge their duties more effectively. In the Government Orders 1st and 3rd read above orders were issued laying down guidelines for requisitioning outsourced services .

Government have reviewed the existing system and the guidelines issued earlier. After careful examination hereby issue comprehensive guidelines as indicated in the Annexure I.

Government also revise the remuneration payable to the outsourced services as indicated in the Annexure II of the GO. The revised rates are with effect from 1st August, 2016 payable in the month of September, 2016.

All the Departments which are outsourcing services should strictly adhere to these guidelines.

Insurance – APGLI FUND RULES – CEILING LIMIT ON THE MAXIMUM PREMIUM PAYABLE TO APGLI FUND – ORDERS – ISSUED.

ORDER:-

In the G.0. second read above, government have constituted a Committed to review the working of the A.P. Government Life Insurance Scheme and make suitable recommendations thereto.

As per the Government orders first read above, person who desires to pay more than the compulsory premium is allowed to contribute upto 12% of his pay or of the maximum of the scale attached to the post substantively held by him on voluntary basis.

The Director of Insurance has stated that the employees Unions have represented to increase the maximum premium payable to the A.P.G.L.I. Fund from 12% to 20% in order to enhance the saving abilities of the employees and also to provide higher amount of Insurance cover to the deceased employees whole while in service.

Further, the calculation of maximum Premium on the basis of maximum scale of substantive post found in consistent at the present circumstances, as the employee are not showing their substantive posts in the Proposal forms. As such, the Director of Insurance has proposed for removal of such wording from the Fund Rules. He has also stated that the Class-IV employees are not given the benefit of payment of maximum premium under the existing Rules and therefore proposed to increase the maximum Premium from 12% to 20% of the pay of the employee irrespective of cadre extending the benefit to Class IV employous..

The Committee gone into the details of the proposal of Director of Insurance and recommended to accept the proposal submitted by him.

Government have accepted the recommendation of the Committee and hereby order that a person weather superior grade employee or Class-IV employee who desires to pay more may be allowed to contribute upto 20% of his pay subject to medical examination at the discretion of the Director of Insurance.
